Transmission Developers is led by Executive and Senior Management teams that have over 365 years of combined experience, spanning all key phases of project lifecycles – from strategic vision through steady state operations.
We specialize in identifying unique energy transmission opportunities, developing projects that address complex challenges, and bringing solutions to markets that are seeking new sources of clean power. Our projects are installed underground or underwater to avoid the negative impacts of overhead transmission, increase electrical grid safety and reliability, and provide hardened infrastructure that is less susceptible to damage from natural disasters.

Brian Kubeck
Chairman of the Board
Mr. Kubeck has over 25 years of energy and infrastructure development experience, focused on complex projects in North America, Asia and Africa that required extensive stakeholder engagement and coordination across multiple disciplines, including environmental, offtake, construction, and financing. Prior to joining TDI, Mr. Kubeck helped establish, and later went on to be CEO of Sithe Global, a Blackstone portfolio company that developed, financed, and operated impactful energy projects around the world.
Mr. Kubeck currently advises Blackstone’s Private Equity Group on various energy investments. In addition to serving as Chairman of TDI, he is on the board of Aypa Power, a Blackstone portfolio company that develops/owns utility-scale energy storage and hybrid energy renewable projects.
Mr. Kubeck earned his Bachelor of Business Administration from Hofstra University.

Justin Sauber
Chief Executive Officer
Mr. Sauber joined TDI as its CEO in January 2023, bringing nearly 30 years of experience in the engineering and construction industry. An innovative and collaborative leader, his skills have been sought out on some of the industry’s most challenging projects covering nine U.S. states and 13 countries. Prior to joining TDI, Mr. Sauber was a Principal Vice President at the Bechtel group of companies, where he spent 21 years specializing in the oversight and estimation of direct hire, union-built projects across the energy, infrastructure, and government sectors.
Mr. Sauber earned a bachelor of science in civil and environmental engineering from the University of Michigan and is a licensed professional engineer (Michigan).

Gene Martin
President
Mr. Martin is President of TDI and an original member of the Executive Team. For over a decade, he has played a pivotal role in the development of the CHPE and NECPL projects, establishing commercial and construction viability. His background includes leadership in private equity, construction, energy and engineering, acting as owner on behalf of utilities and equity investors, and as developer, designer, builder, and operator for six Fortune 500® NYSE listed leading companies. For over 30 years, he has built traditional and renewable energy infrastructure around the globe, utilizing DBOM and EPC models and established scale energy distribution and services organizations to serve some of the world’s largest commercial, industrial, and institutional companies across their operations.
Mr. Martin is a “Gamecock” with engineering and MBA degrees.

Kevin Crawford
Chief Operating Officer
Mr. Crawford has over 30 years’ experience in the generation, transmission, substation, and distribution construction industry, including engineering, construction, and operations management in natural gas, electric, oil, coal, wind, diesel, and solar sectors. Previously, he served as Group President at MasTec Corporation, as well as President of Transmission Partners at Kiewit Corporation. In his senior executive roles, he instituted sustainable business practices, excellent safety programs, led bid/contract negotiations and increased market awareness. Crawford also has demonstrated leadership in both the private and public utility sectors. As an Executive Officer at two publicly traded utility companies, Mr. Crawford ran operations on the generation as well as the transmission/distribution business segments.
Mr. Crawford earned his B.S. in Electrical Systems Engineering from Wright State University and an MBA from Xavier University.

Todd Singer
EVP & Chief Financial Officer
Mr. Singer is Executive Vice President and Chief Financial Officer for TDI. He is a senior operating and finance executive with more than 25 years of diverse corporate and investment banking experience. He has significant expertise in the alternative energy and power/utility industries and has closed over $100 billion of capital markets transactions in his career, primarily at Morgan Stanley. Singer was formerly the founding principal of Brookdale Energy Advisors, a strategic and financial consulting business focused on alternative energy. He has also held finance positions at PricewaterhouseCoopers and Time Warner.
Mr. Singer received his B.S. from Bucknell University and an MBA from Columbia Business School.

Jeremiah Sheehan
EVP & General Counsel
Mr. Sheehan is Executive Vice President and General Counsel for TDI. He has more than 20 years of legal experience focused on project finance, capital markets, and mergers and acquisitions. Sheehan was the founding General Counsel and Chief Compliance Officer at Sithe Global, an approximately $4.8B enterprise value Blackstone portfolio company, where he was responsible for all legal and compliance matters through the successful monetization of Sithe Global’s international portfolio of project assets. Prior to joining Sithe Global, Mr. Sheehan was a corporate attorney at Latham & Watkins, New York.
Mr. Sheehan received a B.A. from Fairfield University and a Juris Doctorate from Georgetown University Law Center. He was also a Federal Law Clerk (District Court, 3rd Circuit).

Josh Bagnato
SVP, Development
Mr. Bagnato is Senior Vice President of Development for TDI, where he manages development activities, including overseeing regulatory, land, and policy. Prior to joining TDI, Mr. Bagnato worked for First Wind managing a wide array of tasks during the development, construction and operational phases of utility-scale wind and solar projects throughout the U.S. with a focus in New England. He also held several positions within the Massachusetts Government, including serving as the Director of Renewable Energy Policy.
Mr. Bagnato earned a Bachelor of Arts from Hamilton College and a Master’s in Business Administration from Boston University.

Will Davie
SVP, Marine
Mr. Davie has almost 30 years of experience in management positions in subsea engineering, installation, and equipment manufacturing companies, including oversight of international construction projects in telecoms, oil and gas, and renewables. Mr. Davie previously spent over 20 years at TechnipFMC, the world leader in integrated subsea EPCI project execution, most recently serving as Vice President Subsea Projects and Commercial North America, and Vice President Global Subsea Infrastructure.
Mr. Davie holds a B.Eng. (Hons) in Mechanical Engineering from the University of Aberdeen.

Steve Gilkey
SVP, Construction Metro
Mr. Gilkey has nearly 40 years’ experience improving performance, customer satisfaction, and organizational effectiveness in areas of major construction, maintenance, engineering, project management, and emergency response. Gilkey has held numerous senior management positions throughout his career. Prior to joining TDI, Mr. Gilkey served as Executive Vice President of Operations overseeing the Electric Transmission and Substation Group at Fortune 500 Company, MasTec. In his capacity as VP of Electric Operations at Eversource Energy, Mr. Gilkey was responsible for the electric construction, maintenance, restoration, and design which provided electric service to over 1.2 million customers in the State of Connecticut.
Mr. Gilkey earned a Bachelor of Science in Electrical Engineering from Syracuse University and an MBA from Rensselaer Polytechnic Institute. He has also received Certificates for completing Management and Leadership Executive Programs at MIT Sloan School of Management.

Bob Harrison
SVP, Engineering
Mr. Harrison is a senior engineering/construction executive with over 30 years of operating experience in diverse markets including power (generation and transmission), industrial gases and petrochemicals. He previously served as Vice President, Energy Infrastructure at AECOM, where he managed over 30 energy infrastructure projects, with a particular focus on power and transmission projects in the Northeastern U.S. He was also Vice President of Operations for EMCOR Construction Services where he managed execution of more than 200 energy and related projects throughout the US and Canada.
Harrison holds a Master of Science in Mechanical Engineering from the NYU Tandon School of Engineering and a Bachelor of Science in Mechanical Engineering from the University at Buffalo where he currently serves on the Dean’s Council in the School of Engineering and Applied Sciences and is past Chair of the Mechanical and Aerospace Engineering Department Advisory Board.

Ayokunle “Kunle” Kafi
SVP, Project Services
Mr. Kafi has over 30 years of extensive experience in managing and delivering energy efficiency and renewable focused infrastructure renewal solutions for commercial, institutional, and industrial customers within the Northeastern region of the United States, particularly relating to turnkey energy services offerings within the NY, NJ, PA, and Connecticut markets. Prior to joining TDI, Mr. Kafi held a series of progressive management positions at infrastructure consulting firm AECOM where he oversaw overall regional energy business segments, implemented technical and engineering processes, while also leading strategic program/project team development, and client interface.
Mr. Kafi holds a Master of Science in Energy Management from the New York Institute of Technology and a Bachelor of Science in Chemical Engineering from Obafemi Awolowo University. He is a New York State licensed Professional Engineer and a Certified Energy Manager from the Association of Energy Engineers.

Jennifer Laird-White
SVP, External Affairs
Ms. Laird-White serves as TDI’s Senior Vice President of External Affairs and is responsible for overseeing Stakeholder Engagement and Outreach, Government Affairs, Public Affairs and Communications. Prior to joining TDI, Ms. Laird-White served three terms as the Mayor of Nyack, NY, where she focused on economic development, sustainability, and fiscal responsibility, bringing the financially stressed village back to a AA- bond rating. As Mayor, she was also a leader in sustainability and green infrastructure practices and created the position of Sustainability Coordinator, which was then adopted by other municipalities in NY State.
Before entering government, Ms. Laird-White spent over a decade as a network television news producer and correspondent, working for CBS News, ABC News, and HBO, as well as several award-winning documentaries and commercials.

Kristen Landino
SVP, Finance
Ms. Landino is Senior Vice President of Finance for Transmission Developers. She has over 15 years of experience in both energy and investment banking, with a primary focus on the development, structuring, financing, and commercial elements of transactions. Before joining Transmission Developers, Ms. Landino was a Vice President of Development at Sithe Global, where she developed, financed, operated, and sold ~$4.8 billion of multinational energy projects on behalf of investment funds managed by Blackstone. Prior to that, Ms. Landino worked at Barclays Capital as an Assistant Vice President in the Financial Sponsors and Leveraged Finance Group and at Citigroup as an Analyst in Infrastructure Investment Banking.
Ms. Landino received an B.S. from the Massachusetts Institute of Technology, where she was awarded a Fulbright Scholarship.

Joe Roddy
SVP, Information Technology
Mr. Roddy is the Senior Vice President of Information Technology. He has over 25 years of information technology experience across many industries. Prior to joining TDI, he headed the technology division of FandlGagnon, a full-service tax consulting firm specializing in the domestic taxation of corporations, from Fortune 500 to middle market and emerging businesses. Prior to that, he was the Vice President of Information Technology for Sithe Global, a Blackstone portfolio company that developed, constructed, and operated electric generation facilities worldwide. In that capacity he scaled IT strategies, solutions, and operational processes to align with business growth and evolving needs and delivered numerous large-scale initiatives.
Mr. Roddy has an MBA from Fordham University and holds various certifications in technology.

Scott Tracy-Inglis

In July 2023, Scott Tracy-Inglis assumed the role of Senior Vice President at CHPE, where he is tasked with the supervision of the Terrestrial scope of work. With a distinguished track record as a strategic and operational leader, Scott brings extensive expertise spanning various industries and sectors, ranging from early-stage enterprises to global conglomerates. His professional journey has primarily revolved around the built environment, encompassing the successful delivery of multi-billion-dollar EPC infrastructure and oil & gas projects on both international and domestic fronts, including the United States.
Scott is a distinguished alumnus of the Massachusetts Institute of Technology, holding an MBA, in addition to possessing Bachelor’s and Master’s degrees in Engineering from the University of Canterbury.
